Turkey Strengthens in Global Aviation Competition: Licensed Pilot Numbers to Reach 19,000

Turkey aims to increase the number of licensed pilots to gain an advantage in the global aviation competition. The target of reaching 19,155 pilots by 2027 is seen as a significant leap, both in terms of the growth of the aviation sector and flight safety. As part of the 2025 Central Government Budget Law Proposal, several key steps will be taken to strengthen Turkey’s position in the aviation and aerospace sectors.

Goal: Competitive Edge in Global Aviation

The number of licensed pilots, which stood at 14,201 last year, is expected to rise to 15,530 by the end of 2023, 17,450 by 2026, and 19,155 by 2027. This increase is aimed at giving Turkey a competitive advantage in the global aviation sector. Additionally, regulatory efforts to comply with international aviation standards and enhance flight safety and civil aviation security will continue.

Increase in Civil Aviation Inspections

Another critical goal is to increase the frequency of regular inspections in civil aviation to maintain safety. The number of inspections, projected to reach 1,787 by the end of this year, is expected to rise to 2,488 by 2027. This will ensure the sustainability of compliance with flight safety standards.

Full Compliance with International Standards

One of the goals includes ensuring Turkey’s compliance with international civil aviation standards. In 2023, maintaining an acceptable maximum score in SAFA (Safety Assessment of Foreign Aircraft) inspections and continued adherence to International Civil Aviation Organization (ICAO) regulations demonstrate the country’s commitment to safe aviation.

To enhance safety standards, the scope includes the regulation of airport security rules, stricter inspections for the transportation of dangerous goods, and increased measures against threats to security in the sector.
