Tragedy of Flight 8243: IATA Calls for Comprehensive Investigation

The International Air Transport Association (IATA) has called for a thorough, impartial, and transparent investigation following the tragic crash of Azerbaijan Airlines Flight 8243 on December 25, 2024. IATA has demanded that, under the provisions of Annex 13 of the Chicago Convention, an interim report on the causes of the crash be published within 30 days.

IATA’s Director General, Willie Walsh, extended his condolences to the families and friends of the 38 victims. He stated, “Out of respect for the 38 lives lost and the survivors, we must determine the cause of this tragedy and take action to ensure it is never repeated.”

Statements Following the Incident

IATA’s call for an investigation followed statements from the governments of Russia and Azerbaijan. Both nations confirmed that the crash occurred in Russian airspace and close to areas where military operations were taking place. Walsh emphasized, “Civilian aircraft should never be the deliberate or accidental target of military operations. Given the high potential of Azerbaijan Airlines Flight 8243 being a victim of military actions, this incident must be investigated comprehensively and transparently.”

International Obligations and Aviation Safety

In October 2024, amidst growing global conflicts, IATA reminded the UN Security Council of the responsibility of states to safeguard aviation and critical infrastructure even during times of conflict. Citing Article 48 of the Geneva Conventions Protocol and the Chicago Convention, IATA stressed that states must not target civilian objects, protect aircraft in flight, and coordinate any activities that may pose a risk to civil aviation.

Steps Toward Investigation and Justice

Walsh further stated, “The world is eagerly awaiting the release of the interim report within 30 days, in line with the international obligations outlined in the Chicago Convention. If the responsibility for this tragedy lies with combatants, those responsible must be held accountable and brought to justice.”

IATA also strongly supports the work of the Safe Skies Advisory Committee, which aims to ensure flight safety in conflict zones. This committee offers guidance to both states and operators in conflict areas, helping to improve information-sharing standards and reduce risks to aviation safety.
