Saudi Arabia’s new-generation airline, Riyadh Air, has officially received its Air Operator Certificate (AOC) from the General Authority of Civil Aviation (GACA), giving it the green light to begin commercial flight operations.
Riyadh Air is Ready to Operate
The AOC confirms that Riyadh Air fully complies with Saudi aviation regulations, international safety standards, and the requirements of the Chicago Convention. The certification followed a thorough review process by GACA, covering the airline’s technical systems, operational readiness, and the qualifications of both flight and ground crews.
Riyadh Air’s CEO stated, “Today marks a historic milestone for our company. We are now a fully licensed airline, ready to carry passengers.”
2030 Goal: 100+ Destinations, 132+ Aircraft
By 2030, Riyadh Air aims to operate over 132 new-generation aircraft and fly to more than 100 domestic and international destinations. The airline also plans to create over 200,000 direct and indirect jobs and contribute around $19.9 billion to the country’s non-oil GDP.
Saudi Arabia on Track for Record Growth in Aviation
Riyadh Air’s certification is a key part of Saudi Arabia’s rapidly expanding aviation sector. According to GACA, the Kingdom handled over 128 million passengers in 2024—25% higher than pre-pandemic levels. Flight numbers also grew by 11%, surpassing 905,000.
The air cargo sector grew by 34%, reaching 1.2 million tons and reinforcing the country’s position in global air logistics. These achievements support Saudi Arabia’s vision to become a major aviation hub, connecting to more than 170 destinations worldwide.
Certification Process Took 11 Months
The licensing process took 11 months and included application reviews, operational document checks, on-site inspections, and test flights. A dedicated 10-member GACA team conducted over 200 hours of test flights to ensure top safety and operational standards.
At the certification ceremony, attended by Minister of Transport and Logistics Saleh Al-Jasser and GACA President Abdulaziz Al-Duailej, officials highlighted Riyadh Air’s important role in advancing the Saudi Aviation Strategy.
