The International Civil Aviation Organization (ICAO) has released the official results of audits conducted under the “Universal Safety Oversight Audit Programme – Continuous Monitoring Approach” (USOAP-CMA). The findings reveal that Turkey performed below average in 7 out of 8 areas assessed within the aviation sector.

According to the audit results, Turkey showed strong performance in legislation and operations while highlighting areas requiring significant improvement, such as accident investigations and aerodromes. ICAO’s report emphasises the need for enhanced efforts in areas like Accident Investigation and Air Navigation Services to boost overall safety standards.

Following these audit results, Turkey’s aviation regulatory authority, the Directorate General of Civil Aviation (DGCA), is expected to implement a series of measures to improve safety and operational standards in these areas.

A USOAP audit is a systematic evaluation by ICAO to assess the effectiveness of a state’s aviation safety oversight system. These audits examine compliance with ICAO’s recommended practices, aviation safety standards, and international best practices.
The audits are tailored to the complexity of a state’s aviation activities, with factors such as timing, duration, and the size of audit teams determined based on the information provided by the state.

USOAP audits focus on assessing the effective implementation of a state’s safety oversight system through eight Critical Elements (CE). These key areas are:
- Primary Aviation Legislation and Civil Aviation Regulations (LEG)
- Civil Aviation Organisation (ORG)
- Personnel Licensing and Training (PEL)
- Aircraft Operations (OPS)
- Airworthiness of Aircraft (AIR)
- Aircraft Accident and Incident Investigation (AIG)
- Air Navigation Services (ANS)
- Aerodromes and Ground Aids (AGA)
