Helicopter Tender Controversy at TPAO: Documents Revealed

CHP’s Deniz Yavuz Yılmaz alleged that TPAO leased a helicopter from a Qatari-partnered company for $1.1 million per month. TPAO denied the claims, stating that “$8,667 per day is paid.” The debate continues over the documents.

Yavuz Yılmaz: “We Have the Documents, $36,000 Paid Per Day”

CHP Deputy Chairman and Zonguldak MP Deniz Yavuz Yılmaz has shared a new document regarding TPAO’s helicopter leasing tenders.

Yavuz Yılmaz claimed that through its subsidiary TP-Offshore Technology Center (OTC), TPAO leased a helicopter from a Qatari-partnered company for the Yavuz drilling ship at a daily rate of $36,000.

In a statement on his social media account, Yavuz Yılmaz said:

“It is claimed that the monthly cost of the helicopters leased for the drilling ships is $8,667. However, according to the documents in our possession, the helicopter leasing fee paid for the Yavuz drilling ship in October 2024 was $1,116,000 for 31 days. Those who want to respond to us must do so with documents.”

TPAO: “Not $36,000, but $8,667 Is Paid”

Following the allegations, the Turkish Petroleum Corporation (TPAO) issued an official statement describing Yavuz Yılmaz’s claims as “baseless.”

TPAO’s statement read as follows:

“It has become necessary to make a statement regarding the claims that distort the facts about the helicopters used by our TP-OTC company. A total of six helicopters are used to provide logistics for our offshore assets operating in the Sakarya Gas Field. Two of these are registered in the TP-OTC inventory, while services are procured for the remaining four under the Offshore Services Agreement. The rental fee per helicopter under this agreement is $8,667, not $36,000 as alleged.”

The statement also emphasised that the contracts were well below regional averages, noting that “daily rental rates in the Middle East and Europe are known to be around $15,000–$20,000.”

Yavuz Yılmaz: “TPAO Should Respond with Documents”

In response to TPAO’s statement, Yavuz Yılmaz shared a new video, again displaying the documents, saying:

“TPAO’s statement claims that the monthly cost per helicopter is $8,667. However, the documents we have are clear: in October 2024, $36,000 per day — $1,116,000 per month — was paid for our Yavuz drilling ship. Let them respond with documents.”

Background

CHP’s Yavuz Yılmaz recently alleged that TPAO Offshore A.Ş. made a high-cost leasing deal with the Qatari-partnered company Redstar.

In his previous statement, Yavuz Yılmaz said:

“$36,000 per day, $1,116,000 per month, and $13,140,000 per year is being paid per helicopter. At the current exchange rate, that amounts to 552 million TL. While it is possible to purchase a helicopter with this amount in a year, this is clearly public financial loss.”
