A new performance bonus system is being introduced for State Airports Authority (DHMİ) personnel. Under the bill submitted to the Grand National Assembly of Turkey (TBMM) by the AK Party, significant arrangements are being made for DHMİ employees. Under the new system, the amount calculated by multiplying the number of departing aircraft in Turkey’s civil airports by 40% of the civil servant monthly coefficient will be paid as the DHMİ performance bonus.
Performance Bonus and Additional Payment Details for DHMİ Personnel
The bill also includes provisions for Eurocontrol aviation compensation for DHMİ General Directorate employees through a regulation under Decree Law No. 399. According to this:
Employees listed in Schedule 1 of the Decree Law, and those whose costs are covered by the European Air Navigation Organisation, will receive an additional bonus payment for civil aircraft transiting Turkey’s airspace, in addition to performance bonus payments. For the bonus calculation from transit flights, the amount will be determined by multiplying the number of aircraft passing through Turkish airspace by 120% of the civil servant monthly coefficient. Monthly bonus payments will be based on the air traffic recorded in the same month of the previous year.
How Will the Performance Bonus Be Calculated?
If there is an increase in the number of flights year-on-year, the difference corresponding to the increase will be paid to personnel as a one-off payment in January of the following year.
Payments will not be made to those assigned to positions in the DHMİ General Directorate without appointment or those temporarily assigned to other public institutions (excluding the Presidency, Directorate General of Civil Aviation, Eurocontrol Organisation, and Transport Safety Investigation Centre).
Payments will only be made for the duration of actual service. No bonuses will be paid in cases of sick leave, paid leave, suspension, detention, or arrest. The payments will not be subject to any taxes or deductions, except for income and stamp tax.
Performance Bonus and Additional Payment Formulas
1- Bonus Calculation Based on Departing Aircraft Traffic
Formula: Bonus = (Number of Departing Aircraft) × (Civil Servant Monthly Coefficient × 0.40)
2- Additional Bonus Calculation Based on Transit Flights
Formula: Additional Bonus = (Number of Transit Aircraft) × (Civil Servant Monthly Coefficient × 1.20)
3- Additional Payment Based on Increased Flight Numbers
Formula: Additional Payment = (Increased Flight Number) × (Civil Servant Monthly Coefficient × 0.40) (Paid as a one-off amount in January.)
With the new regulation, the operation of the performance bonus system for DHMİ personnel has become clear. If the bill is passed in the TBMM and enacted into law, these payments will be added to the salaries of DHMİ employees.
