Civil Aviation Exam Scandal! Pilot Candidates Took the Exam in the Cafeteria

The pilot exam organized by the General Directorate of Civil Aviation (SHGM) took place in the cafeteria of the directorate’s headquarters.

The exam, which was organized by the General Directorate of Civil Aviation (SHGM) under the name of “Corporate Transformation Model,” and for which millions of lira were allocated, was held in the cafeteria of the directorate’s headquarters. The issue was brought to the agenda of the Turkish Grand National Assembly by Ulaş Karasu, Deputy Chairman of the Republican People’s Party (CHP).

The Private Pilot License (PPL) exam, which constitutes one of the most important parts of the path towards becoming a pilot, was held in the cafeteria of the General Directorate of Civil Aviation. The SHGM conducted the exam on 14-15 May at the directorate’s headquarters in Istanbul, Antalya, and Ankara. It was stated that the exam, which enables non-commercial pilotage, would take place in the examination hall located on the upper floor of the General Directorate on 14-15 May.

DIRECTED TO THE CAFETERIA

There were no issues during the exam held on May 14th, but an unusual situation occurred during the exam on May 15th. Instead of the exam hall, pilot candidates were directed to the institution’s cafeteria. The exam was conducted amidst the sounds of chefs and staff, along with the smells of food. Although the reason given was “high attendance,” candidates had great difficulty concentrating on the exam. Additionally, it was noted that candidates were not allowed to bring their calculators and flight computers, which they were entitled to.

“WHO MADE THE DECISION?”

Candidates who took the exam showed great reaction to the unserious practice, and the issue was brought to the agenda of the Turkish Grand National Assembly. CHP Deputy Chairman and Member of Parliament for Sivas, Karasu, submitted a question motion requesting a response from Minister Abdulkadir Uraloğlu to clarify what happened during the exam. In his motion, Karasu sought answers to the following questions:

  • How many candidates applied for the PPL exam held on May 14-15, 2024, and how many of them took the exam?
  • What is the reason for conducting the exam on the -2nd floor of the SHGM headquarters, where the boiler room and storage are located? Why was such an environment chosen for an exam that will affect the fate of young people?
  • Despite the announcement that PPL Pilot Exams would be held at the address of the General Directorate in Ankara and in the exam hall, who is responsible for the unserious practice of conducting the exam in the cafeteria?
  • When and by whom was the decision to change the exam venue made, and who or which authorities approved the decision?
  • What is the reason for not allowing candidates to bring their calculators and flight computers to the exam, despite their entitlement?
  • Who will be responsible for the failure of candidates who fail due to concentration issues during the exam?
  • Was there any camera recording during the exam? If not, how will irregularities during the exam be determined, and how will objections be evaluated?
