In accordance with the decision made by the European Union (EU) Council, Bulgaria and Romania officially became full members of the Schengen Zone as of January 1, 2025. With this development, the two countries have completed their integration into the EU’s free travel area.
A Challenging Process Concluded
The accession of Bulgaria and Romania to the Schengen Zone had been delayed for years due to prolonged negotiations and obstacles. Vetoes by countries like the Netherlands, Hungary, and Austria had particularly stalled the process.
During 2024, a phased transition plan was implemented. On March 31, 2024, both countries were partially integrated into the Schengen Zone for sea and air travel. However, Austria continued to block full land-border membership, citing concerns over migration and corruption.
Final Obstacle Overcome
The final hurdle was cleared when Austria withdrew its veto on December 12, 2024. This breakthrough marked a significant milestone in achieving consensus among EU member states.
Expanded Freedom of Movement
With Bulgaria and Romania’s inclusion in the Schengen Zone, their citizens can now travel to other Schengen countries without border controls. Likewise, citizens from other Schengen member states can enter Bulgaria and Romania freely.
